The second-least populated state in the nation, Vermont has made gambling against the law. As such, there are no casinos or racetracks in operation. If residents wish to gamble, they need to travel outside the state to Connecticut or other nearby markets.

About the only gambling fix they have in Vermont is a state lottery, and while horse racing is technically legal, there are no tracks operating in the state. Meanwhile, charities are permitted to hold bingo, raffles, and casino nights.

Speaking of the lottery, Vermont was one of the states that spoke out about the recent Wire Act opinion, which threatened not only state lotteries but also online gaming in general. While they're only concerned with the lottery aspect, Vermont is actually doing online gaming a favor by speaking out against the Department of Justice's reinterpretation.

Even if Vermont suddenly wanted to dive into online gaming, they don't have the population to support an intrastate market. They'd need to form an interstate compact with Delaware, New Jersey, or other states to make it feasible. Right now there's no indication that such a move has even crossed the minds of lawmakers.
